MIISP-2025: claims are not open yet – why you should plan now

The new industrial policy has generous zone-wise ceilings, but the claim procedure is still awaited. Here is what to do in the meantime.

Maharashtra's new industrial policy, MIISP-2025, was issued by GR dated 31 December 2025. For MSMEs, the incentive ceiling runs from 30% of fixed capital investment in Group A talukas to 80% in Jalgaon, Dhule, Vidarbha and Marathwada, and 100% in aspirational districts, spread over 5 to 10 years.

What has not happened yet is the notification of the operating scheme – the document that sets out the forms, the eligibility certificate and the claim procedure. Until it is notified, no unit can file a claim under MIISP-2025.

What to do now

  • Find out your taluka's zone – it decides the ceiling.
  • Keep dated proof of every effective step: land, building plan approval, loan sanction, machinery orders and payments.
  • Structure your project cost so that eligible fixed capital investment is clearly separated.
  • If your unit took effective steps before the cut-over, check whether PSI-2019 still applies to you.
